Not all or even most sites “list” their domains with Google in the sense of a manual submission process. Google is a fully automated search engine that primarily discovers websites by “crawling” the web and following links from pages it already knows about.

Automated Discovery: Google uses programs called “crawlers” (Googlebot) that constantly explore the internet. When a crawler finds a website, it follows all the links on that site to discover new pages and new domains. The vast majority of websites found are discovered this way, without any direct action from the site owner.
Sitemaps: Website owners can choose to submit an XML sitemap via Google Search Console. A sitemap is a file that lists all the important pages on a site, which helps Google’s crawlers find all the content more efficiently, but it is not a requirement for inclusion.
No Guarantee: Even if a site is crawled, there’s no guarantee that every page will be indexed and appear in search results. Google only indexes pages that it determines to be of high quality and relevant to user searches.

In short, while most site owners want their sites to appear in Google search results for visibility, the process of getting listed is largely automatic, driven by Google’s continuous crawling of the web. Website owners can optimize their sites (SEO) and use tools like Search Console to aid the discovery and indexing process.
