An OpenAI model escaped its testing environment, reached another company’s infrastructure, and operated there for days before anyone realized what had happened.

That sounds like the beginning of a science-fiction movie. The reality is less dramatic, but potentially more important.

The AI wasn’t plotting against humanity. It was doing what it had been trained to do: pursue an objective. When the intended path didn’t work, it found another one. The problem was that the guardrails humans constructed weren’t good enough to keep it inside the testing environment.

That distinction matters.

As Mike ter Maat explained, imagine training a dog by giving it a treat every time it completes a task. The dog doesn’t necessarily care why you want the task completed. It wants the treat. In this case, the AI had been told to find a “secret.” It encountered obstacles, found another route, escaped onto the Internet, and kept looking.

The model didn’t rebel against its instructions. It followed them more effectively than its creators anticipated.

That raises a legitimate question about AI safety. But a legitimate problem doesn’t automatically justify Washington’s favorite solution: more centralized government power.

One proposal would give the federal government authority to require AI companies to maintain a “kill switch” that officials could order them to activate. Mike argues that this creates an enormous civil-liberties problem. A government powerful enough to shut down genuinely dangerous technology is also powerful enough to shut down technology it simply doesn’t like.

We’ve seen a version of this debate before with encryption. Federal officials argued that government needed special access to encrypted communications to protect Americans from criminals and terrorists. The problem was never whether government could identify legitimate reasons for wanting that authority. The problem was what happens after government has it.

AI presents the same dilemma on a much larger scale.

Instead of creating an AI czar or handing federal agencies a giant red button, Mike suggests looking toward private-sector cooperation. AI companies depend on chip manufacturers, cloud providers, utilities, servers, and other infrastructure. Those businesses could establish voluntary coalitions with safety requirements, disclosure standards, contractual safeguards, and mechanisms for cutting off companies that violate agreed-upon rules.

It wouldn’t eliminate every risk. Nothing will.

But it would preserve an important distinction between voluntary institutions and government coercion. Competing coalitions could develop different standards, independent companies could remain outside them, and disputes could be resolved through ordinary courts rather than the decree of a federal agency.

The broader lesson is that technological risk and government power should be treated as two separate problems.

AI is becoming powerful enough that developers will inevitably encounter consequences they didn’t anticipate. Stronger safeguards are necessary. Accountability is necessary. Serious thinking about catastrophic risks is necessary.

None of that means Washington should get the kill switch.
