ONE LETTER

In April 2025 the Department of Defense put something in writing that I have found nowhere else in the national COVID record.

A memorandum from the Secretary of Defense recorded that he had directed the Department, that February, to make things right for the service members subjected to what he called its unfair, overbroad, and unnecessary vaccine mandate. It recorded that the Department had since sent a formal apology to each former service member involuntarily separated solely because of that mandate. It invited them, and anyone who had left the military voluntarily to avoid it, to apply to return to service. It directed the removal of adverse actions, the upgrading of discharges characterized as less than fully honorable, and remedies for the other career damage the mandate had caused. Roughly eight thousand seven hundred people had been involuntarily separated.

Set aside whether you believe the mandate was right in 2021 or the reversal right in 2025. Look instead at the mechanism.

A federal institution imposed a requirement. It later concluded the requirement had been wrong. It identified by name the individuals who had borne the cost. It wrote to them. It offered a remedy. The department reached the people it had reached before, and it could prove that it had. That is the whole content of institutional accountability, and it is the only national example I have found in which apology, direct notice, individualized remedy, and recurring measurement appeared together.

The usual explanation is that the military is a closed system with a personnel file for every affected person and a chain of command capable of issuing an order. That is true, and it is not enough, because it describes a capability rather than a duty. The Pentagon’s reach, in this instance, was a filing cabinet. The campaign built to persuade the American public could put a single message in front of more than three quarters of vaccine-eligible Americans in roughly ninety days. The filing cabinet issued a correction. The instrument capable of reaching three quarters of the country in ninety days has never issued one, and no law, contract, or regulation has ever required it to.

THE DISTRIBUTION CHAIN

I began this reading assuming the records described a communications campaign. They describe something narrower and more consequential. A communications campaign ends when the message is written. What the Department of Health and Human Services purchased, and what the Ad Council assembled, was carriage: the delivery of a message into the places a federal agency cannot ordinarily enter. Workplaces. Pharmacies. Congregations. Locker rooms. Streaming services. Writers’ rooms. Living rooms. The campaign counted that carriage to the decimal point, because carriage was the product.
