Brandon presents the Civic Enlightenment Project, his research into how civil society might be restructured to address democratic decline. His core diagnosis: free societies are failing in ways no single organization can fix, and the gap isn’t ideas or political will but coordination infrastructure at the civil society layer itself.
Drawing on Hanzi Freinacht’s Nordic Ideology and the idea of a separation of concerns across distinct civic functions, Nørgaard proposes a model built on place-based civil society hubs - local, in-person nodes each focused on a specific developmental function such as civic engagement, sense-making, or inner development.
He coins the term MetaHub for the regional layer that coordinates these specialized hubs heterarchically rather than hierarchically, letting each stay in its lane while connecting laterally through shared information flows.
