PANDA DIPLOMACY OR CCP PARTNERSHIP HAWAII TAXPAYERS DESERVE ANSWERS

The giant panda may be one of the world’s most recognizable animals, but behind the smiling face lies one of Communist China’s most recognizable soft power tools.

Now Honolulu appears poised to become the next stop in China’s Panda soft power campaign. This may sound so familiar, Remember the Confuciusus Program?

In April 2026, Honolulu Mayor Rick Blangiardi led an official business mission to the People’s Republic of China, including visits to Honolulu’s sister cities of Fuzhou and Chengdu. According to the Mayor’s Office, one of the stated objectives of the trip was to pursue discussions about bringing giant pandas to the Honolulu Zoo.

The irony is difficult to ignore. If Honolulu Mayor Rick Blangiardi truly cared about animal welfare, they would first address the concerns that have surrounded the Honolulu Zoo for years. The zoo has faced repeated criticism over the treatment and confinement of its elephants, including past rankings among the nation’s worst elephant exhibits by animal welfare organizations, the loss of accreditation in 2016 before later regaining it, and ongoing litigation over the elephants’ confinement. Maybe local politicians aka ccp sympathizers should demonstrate its commitment to the animals already in its care before pursuing an expensive international panda program supporting the CCP.

Why is Hawaii considering sending public money into a system controlled by the Chinese Communist Party?

China is not simply another trading partner. It is a one-party communist state governed by the Chinese Communist Party. The CCP exercises authority over the Chinese government and its state-controlled institutions.

Panda agreements are not private commercial transactions. They are government-approved diplomatic arrangements involving Chinese organizations operating under China’s political system. THE CCP International panda programs have long been described as an element of soft power tools. In China’s foreign policy.

Every taxpayer dollar committed to such an agreement is a dollar no longer available for Hawaii’s own priorities.

Our roads remain deteriorated.

Housing costs continue to drive local families from the islands.

Homelessness remains a statewide crisis.

Infrastructure projects continue to be delayed With huge misappropriations and fraud.

Yet Mayor Blanchardi and Governor Josh Green appear willing to devote time and potentially millions of taxpayer dollars toward importing two animals from a hostile foreign power.

This proposal deserves far greater scrutiny.

The concern extends beyond pandas.

Federal officials have repeatedly warned that the Chinese government uses cultural exchanges, educational partnerships, economic cooperation, and local government outreach as methods of expanding relationships abroad.

The U.S. House Select Committee on the Chinese Communist Party has also warned that the Chinese government’s United Front Work Department uses educational exchanges, cultural organizations, business relationships, and sister-city programs as potential avenues to expand Beijing’s influence overseas. The Committee has urged state and local governments to exercise heightened transparency and due diligence when entering into partnerships involving Chinese government-linked organizations.

Those concerns are especially relevant in Hawaii.

The panda proposal also raises broader questions about Hawaii’s long history of engagement with Chinese government-linked institutions.

Although the University of Hawaii officially announced the closure of its Confucius Institute in 2019, subsequent reporting and released documents indicate that relationships with Beijing Foreign Studies University continued.

A National Association of Scholars report concluded that many American universities replaced Confucius Institutes with similar programs or maintained close ties with their former Chinese partners after the institutes were officially closed. Hawaii Free Press reported that the University of Hawaii maintained its relationship with Beijing Foreign Studies University and published correspondence from Hanban encouraging the University to “re-embrace the CI program” in the future.

Those findings, combined with Hawaii’s strategic military importance and documented Chinese espionage cases, underscore why every new partnership with Chinese government-linked institutions deserves careful public scrutiny and complete transparency.

The question Hawaii taxpayers should now be asking is whether history is repeating itself.

Confucius Institutes were introduced to American universities as cultural and educational exchanges. Over time, federal officials, members of Congress, and national security experts raised concerns that the program also served as a vehicle for Chinese government influence. Universities across the country eventually closed or restructured those programs following changes in federal policy.

Before Hawaii commits millions of dollars to any panda agreement, every aspect of the proposal should be disclosed publicly and subjected to rigorous independent review.

Hawaii occupies one of the most strategically important locations in the United States.

It is home to critical military installations.

It has also been the site of significant espionage prosecutions involving individuals convicted of providing sensitive U.S. defense information to the People’s Republic of China.

These cases demonstrate that Hawaii is not immune from China’s strategic interests.

Against that backdrop, Mayor Blangiardi And Josh Green should exercise extraordinary caution before entering into expensive partnerships that financially benefit A CCP controlled organizations.

The public also deserves answers from Mayor Blanchardi and the city council.

The publicly released announcements from Mayor Blangiardi April 2026 Trip to China do not identify any other members of the delegation. Chinese media refers to “the delegation” but does not list its members by name.

Based on the public information available so far:

The Mayor’s office has said only that Mayor Rick Blangiardi met with “government officials, business leaders, and industry partners” during his trip. It has not publicly identified those officials.

Chinese state media reported that Blangiardi was expected to meet officials from China’s Ministry of Foreign Affairs in Beijing but did not name the individuals.

A Honolulu City Council resolution accepting travel-related expenses from the Fuzhou Municipal People’s Government identifies the donor and an International Exchanges does not identify which Chinese officials Mayor Blangiardi met with, the public records released so far do not identify them by name. The trip records identify the donor as the Fuzhou Municipal People’s Government, and the declaration of gift is signed by Evelyn, identified as International Exchanges Coordinator, Foreign Affairs Office of the Fuzhou Municipal People’s Government.

Why hasn't Mayor Rick Blangardi been transparent.

Why hasn't the mayor’s complete itinerary been posted for public viewing.

The names and titles of every Chinese official who attended each meeting.

Agendas, briefing books, and meeting notes.

Any memoranda of understanding (MOUs).

Correspondence before and after the trip.

Records regarding panda negotiations.

The identities of all city officials and outside participants who attended.

The bare minimum of transparency hasn't even been met by the mayor's office or the city council.

Those records would allow you to identify whether any of the participants held positions within the CCP.

Taxpayers deserve to know:

• Who negotiated the agreement?

• Who attended the meetings in China?

• Which Chinese government officials participated?

• Which Chinese organizations would receive payments?

• Who is paying for the project?

• What financial commitments have already been made?

• Has the City or any Hawaii politician accepted any gifts or financial assistance connected to the proposal?

• Will state funds, city funds, tourism revenues, or private donations finance the project?

Public confidence depends upon transparency.

Before millions of taxpayer dollars are committed to any agreement with Chinese government- CCP linked organizations, every document, every meeting, every participant, and every proposed expenditure should be disclosed publicly and subjected to full public scrutiny.

Those are not political questions.

They are taxpayer questions.

Until every financial detail is disclosed publicly, Hawaii residents have every right to demand answers before another dollar leaves these islands.

Government accountability begins with informed citizens.

The proposed panda program raises questions that extend far beyond conservation.
