Where Does Spare Capacity Live Now?

I spent the week inside the three ledgers of August — J.P. Morgan's farewell Oil Weekly, the EIA's revised outlook, and the OPEC report that landed today— chasing one question:

How did the largest supply shock on record, 12.6 million barrels a day of Gulf crude gone, clear at eighty-five dollars in the year the official spare-capacity gauge printed 0.45?

The answer the file gives is a relocation, not a rescue.

The buffer moved — into administered demand, the tanks, last year's 583-million-barrel glut and a forty-eight-dollar breakeven that grew non-OPEC supply at the decade's fastest pace — with the tanker market invoicing every leg of the move and 204 million barrels shifting quietly onto the water itself.

When the story reaches 2027, the ledgers split: the Western houses restore the Gulf into builds of 3.5 to 4.8 million barrels a day, while the landlord's own ledger erases the build entirely, marking demand up and rival supply down until the call on its crude rises to 43.6 million.
