Autonomy as a fiscal alibi: the abandoned Type 83, the shrinking Type 23 bridge, the limits of Type 45, and the substitution of Hybrid Navy language for near-term maritime air-defence power

The central problem is not autonomy. The problem is the use of autonomy as a fiscal alibi: the language in which a government that will not fund the fleet it says the threat requires declines to buy, extend, sustain and crew enough high-end combatants while the Russian threat is already live. The charge is not parsimony alone. It is the substitution of an unproven, undrawn architecture for a proven concept, at a comparable price and a worse moment. I never thought I should be found arguing the Navy’s primacy in deterrence; but Britain being what it is, a country that deters by sea — submarines, two carriers and their escorts — it applies.

Having finally arrived the Defence Investment Plan should not be read as a simple case of no money for the Armed Forces and especially the Royal Navy. Its surface-fleet language contains real investment, and some of the proposed technology is sensible. It allocates substantial maritime money over the next four years, commits further sums to autonomous systems, promises initial Type 45 ballistic-missile-defence capability by 2028, funds the DragonFire directed-energy weapon for the Type 45 from 2027, and places a future Common Combat Vessel at the centre of a distributed Hybrid Navy.[1] An honest critique must concede as much. The sharper charge is that what is being done does not match the threat, the time window, the Royal Navy’s actual vessel-by-vessel condition, or the sum the Government itself says the task requires.

One figure carries the whole argument. The Plan sets aside, on its own accounting, at least £1.3bn for the Hybrid Navy Fleet — the uncrewed missile, sensor and underwater platforms and the Common Combat Vessel that are to inherit the air-defence mission.[2] The unit cost of a single Type 45 is of the order of £1bn.[3] Britain therefore proposes to replace six high-end air-defence destroyers, and the abandoned successor that was to follow them, with a fleet-wide programme costed at roughly the price of one of the ships it supersedes. Independent naval analysis reaches the same conclusion from the other end: once the development is fully costed, the Common Combat Vessel and its fleet of large uncrewed vessels may end up costing close to six Type 83 destroyers.[4] If so, the pivot is not buying capability more cheaply. It is paying a comparable price for an unproven architecture in place of a proven one, and at a worse moment. Either reading convicts the Plan.

The distinction that matters is between a programme and a fleet. The Plan is a programme document written in the language of transformation; the surface fleet is a finite set of hulls, refits, crews, magazines, sensors, shafts, radar masts, command spaces and availability cycles. At programme level the paper says that Britain is investing in maritime power. At ship level the conclusion is harsher: the Plan accepts the ageing-out of the Type 23 bridge, offers only bridging sustainment for the Type 45, abandons the Type 83 destroyer requirement, and substitutes an early-2030s Maritime Air Defence construct for the survivable, crewed surface-air-warfare mass that has to deter Russia across the remainder of this decade.[5] The failure has two prongs — too few hulls and too few sailors — and a contradiction at its heart, and the Plan presents all three as modernity.

Precision here is not pedantry; it is the difference between a serious reading and a careless one. For the casual audience, the legacy frigate problem is the Type 23, not the long-retired Type 22. The lost future destroyer is the Type 83, not any “Type 38”. The Type 22s are gone; the Type 23s are the shrinking bridge into the Type 26 and Type 31; the Type 83 was the conceptual successor to the Type 45 high-end air-defence destroyer. The Plan’s hard choice is therefore not administrative tidying. It is a deliberate movement away from a recognisable high-end destroyer succession line and towards a distributed crewed-and-uncrewed architecture that does not yet exist as an operationally proven fleet system.

The incoherence begins with the document itself. It says the world has changed; that President Putin’s aggression is growing around Britain’s shores and in the High North; and that NATO warns Russia could be ready to use force against the Alliance by the end of this decade. In the maritime section it is more explicit still: Russia is described as conducting hybrid activity in and around United Kingdom waters, including survey of underwater infrastructure by the Main Directorate for Deep Sea Research, GUGI, in peacetime, to be damaged or destroyed in conflict. The Royal Navy, the Plan says, must be ready to deter pipeline and cable sabotage, adapt to a more accessible High North, secure the North Atlantic and uphold NATO deterrence.[6]

That is an urgent statement of a present danger. It is not a hypothesis about the 2040s. Yet the most consequential maritime air-defence answer is deferred. From the early 2030s, the Plan says, Britain will bring into service a Hybrid Navy Maritime Air Defence system of uncrewed missile platforms (Type 91) and uncrewed sensor platforms (Type 94), distributed through the task groups, with a new Common Combat Vessel as the central controlling node; this system will eventually replace the Type 45, which is due to retire from 2035.[7] The arithmetic of the spending profile makes the deferral plain: £18.0bn for the whole maritime domain across the four years to 2029/30, against at least £32bn promised for new maritime capabilities between 2030 and 2035.[8] The serious money, like the serious capability, arrives after the window the document itself identifies as dangerous.

This is precisely the objection that the Shadow Defence Secretary, James Cartlidge, levelled within hours: the Plan is not merely under-funded, but the capabilities it advertises do not enter service until the 2030s, [9] “far too late when the threat we face is right now”. It is also the substance of the former Royal Navy officer John Foreman’s distinction between deterrence and defence.[10] Deterrence — forces visibly available now — is always the cheaper purchase; defence, once an adversary has decided the seam is open and tests it, is always the dearer. To answer a present threat with a 2030s construct is to choose the expensive option and call the choice prudence. For the remainder of the 2020s the Navy is asked to deter with a handful of ageing destroyers in mid-conversion, a shrinking Type 23 force, new frigates not yet able to replace legacy mass, and a promise that distributed uncrewed elements will arrive later. Useful deterrence, in that posture, becomes a promissory note worn as body armour.

It is worth separating two arguments that are easily braided together and that land harder apart. The first concerns the rest of this decade, and is independent of the Type 83 question altogether: nothing new — destroyer or drone-hub — arrives in strength before the early 2030s, so the 2020s must be held with the hulls that already exist. The second concerns adequacy after 2035, and asks whether the Common Combat Vessel system can do what a Type 45 successor would have done. The first argument is unanswerable, because no procurement decision taken now can place new steel on station in time. The Russians do not need to defeat a 2035 concept; they need only exploit the 2026–2030 seam.

The seam is not a forecast; it is the present tense. The deployable escort force is already too thin to do what doctrine assumes. The frigate flotilla is down to roughly five operational hulls, with ships being quietly withdrawn ahead of their replacements’ arrival. The 2025 carrier deployment sailed with a single Type 45 and a single Type 23, the remainder of the screen furnished by Canada, Norway and Spain — against the two destroyers and two frigates the country found for the equivalent deployment in 2021. On a sober assessment the Royal Navy can now, at best, occasionally find one frigate for the carrier group, with near-total reliance on allied escorts for at least the next five years; and two or three of the few available hulls are pinned to towed-array patrol against Russian submarines, so that the deployable surplus, once the deterrent and the anti-submarine picket are covered, is of the order of two frigates.[11] The open-source picture of the fleet in January 2026 — more lethal, but smaller and increasingly stretched, at historically low hull numbers — corroborates the lens, though the harder figures stand on their own.[12]

Nor does the future force relieve the seam so much as defer it on paper. Six Common Combat Vessels are a like-for-like replacement for six Type 45s, which — on the Navy’s own availability arithmetic — means perhaps two genuinely available at any moment, alongside two or three Type 26, a couple of Type 31 and the Batch 2 Rivers: a thin escort force for a navy that intends to operate two carriers and an amphibious group, the more so now that the Multi-Role Strike Ship has been cancelled and those capital ships have no dedicated escort of their own.[13] A former submarine commander reads the small print in the same spirit: the Type 45 out-of-service date is left vague enough (‘from 2035’) to imply the class may have to soldier on well beyond it if the uncrewed replacements are not ready; the Multi-Role Strike Ship has merely been rebranded once more, as the Amphibious Task Ship; and the silence on Future Fleet Solid Support numbers and a second ocean-surveillance ship reads as likely reduction — optimistic jam tomorrow, and more pain today.[14] A careful reading of the Plan’s own text suggests it deepens the trough rather than filling it. The phased retirement of the Type 23 runs to 2033, with at least seven new ships arriving in the same period; but those could amount to roughly five Type 31 and two Type 26, and on one close reading the Type 23s may all be gone by 2033, well before Type 26 deliveries catch up, while the three Batch 1 River-class offshore patrol vessels leave service in 2028 and OPV provision is merely “reviewed”.[15] A ship that is building, fitting out, trialling, accepting defects, generating a crew and working up to first-of-class maturity is not an available escort today. The Royal Navy’s problem is not the absence of quality. It is the absence of depth, and the document compounds it.

The maritime table states the priorities more candidly than the prose. Against the £4.1bn committed to the Type 26 and the £1.6bn to the Type 31, the high-end air-defence bridge is thin: £600m for the Type 45 and £190m for the Type 23 across four years.[16] The Type 45 line is real, but it is not a destroyer recapitalisation; the Type 23 line is the minimum required to keep a class going just long enough to hand over. The single existing high-end air-defence force — the only ships in the inventory that can presently do the mission the Plan defers — receives, between them, less than the budget for Merlin helicopters or for Fleet Solid Support ships, and roughly half of what is set aside for the unproven Hybrid Navy Fleet that is to replace them.[17] Programme spending is being directed towards the architecture that does not yet exist and away from the ships that must hold the line until it does.

The Norway partnership deserves particular scrutiny, because the celebrated headline conceals a near-term subtraction. The combined fleet of at least thirteen Type 26 frigates — eight British and five Norwegian under the Lunna House Agreement — is strategically sound for the North Atlantic and is rightly described as the largest British warship deal in history.[18] But to meet Norway’s requirement for a first hull by 2029, mid-run British ships may be transferred to Oslo and not replaced, which could drop Royal Navy numbers below the promised eight; and Norway may itself trim its order on budget grounds. Independent analysis warns, in terms, that the deal could become “something of a trap”.[19] The thirteen-frigate figure is thus achieved, in the near term, partly by handing British anti-submarine hulls to an ally during the very years of the gap. That belongs in the indictment, not the celebration.

Nor is the headline uplift what it appears, and on this the Political Editor of The Times is unusually blunt: in his reading of the small print, [20] “the government is admitting that the DIP is unfunded”. Of the £15bn added over four years, only £11.6bn is genuine cash, the balance being what serving officers described, a few weeks before publication, as Treasury sleight of hand; and only £10.3bn is actually funded now, principally by raiding other departments — including £2.0bn from the energy-security-and-net-zero budget — with a further £4.7bn left to be found at a future Budget.[21][22] Spread across four years, the uplift is a 5.3 per cent increase on the previously announced budget which, against inflation of 3.1 per cent, amounts to perhaps a 2 per cent real-terms rise.[23] On top of that sits £10.7bn of “efficiencies”, falling chiefly on procurement and on the workforce — the largest single slugs are £3.7bn from acquisition and supply chain and £3.3bn from workforce and resourcing — savings vague enough to invite the scrutiny of the National Audit Office and which load delivery risk onto the very lines, procurement and people, where the surface fleet can least afford it.[24][25]The most economical statement of the position came from the foreign correspondent Francis Harris, who observed that the rise in defence spending is in truth a cut against what the Government itself says the forces need, and that [26] “building half a bridge means you have half a bridge”.

The Type 45 remains the strongest element of the current surface-air-defence fleet, and it would be wrong to disparage it. Each destroyer carries up to forty-eight Sea Viper missiles; Sampson and the long-range radar can track targets at up to 250 miles; and the Sea Ceptor addition is intended to raise the missile load by half, from forty-eight to seventy-two.[27]The Plan’s promise of initial ballistic-missile-defence capability by 2028, and of DragonFire from 2027, is meaningful.[28] But these are bridging measures on too small a base. Parliament was told in December 2025 that three of the six destroyers had completed their Power Improvement Project conversion, two were undergoing it and one was operational pending it, with all six targeted for 2028.[29] A six-ship class that has spent years correcting its propulsion cannot be treated as a deep, elastic, permanently available air-defence fleet.

The graver point is sovereign, and it is one the chaps at Navy Lookout make plainly: the Type 45 is the only platform in British service capable of defending the homeland against ballistic attack, a role that will grow in importance, not diminish, as long-range, ballistic, hypersonic and autonomous threats proliferate.[30] There is no land-based equivalent. In 2024, HMS Diamond destroyed a ballistic missile over the Red Sea — a Royal Navy first in a generation, and to date the only operational proof that a British warship can perform the very mission the Plan now proposes to migrate to an unbuilt system. Replacing the sole sovereign ballistic-missile-defence platform with an unproven distributed architecture is not modernisation but a sovereign-capability risk, and the irony is sharpened by the Plan’s own structure, which elevates Integrated Air and Missile Defence to a priority and invests £490m in directed-energy weapons and £400m in a new air, space and missile-defence operations centre [31] even as it retires the one ship that gives those systems a sea-based ballistic-defence node. As one observer noted, the document invests in the Type 45’s anti-ballistic capability only to withdraw the platform within roughly five years of the investment.[32] Whether the distributed system can even reconstitute that node is doubtful: a ballistic-defence radar must be carried high and is large and power-hungry, which is precisely why the autonomous “picket” cannot carry it and why the burden falls back on a crewed hull substantial enough to mount it.[33] Tobias Ellwood reaches the same judgement from the other direction in The Times: the Common Combat Vessels are unlikely to be able to escort the carriers adequately, provide ballistic-missile defence, protect the deterrent or keep the sea lanes open.[34]

It is here that the charge of abandoning the Type 83 must be made carefully, lest it be dismissed as mourning a slideshow. The Type 83 was never a mature programme; only a modest sum of platform-specific design money was ever spent, on a concept the Government says it inherited under-developed.[35] What has been lost is therefore not a ship but a requirement: the commitment to a high-end air-defence succession that would have forced the state to confront radar height, power generation, cooling, magazine depth, electromagnetic-warfare integration, battle-management space, damage control and survivability as a single, integrated warship problem. The Common Combat Vessel construct instead distributes those problems across crewed and uncrewed platforms and hopes the sum coheres. Distribution can add resilience when layered upon a robust fleet; it becomes dangerous when it is the device by which the robust fleet is never bought. Ellwood’s observation is decisive: the high-end ships the Plan drops were never intended to compete with drones — they were designed because of them, as the motherships and command nodes from which fleets of autonomous systems would operate.[36]

The Plan hands its critics a contradiction at its very centre, and this is a cleaner indictment than “managed decline”, because it turns the document’s own logic against it. The weapons chapter is built on exactly the principle the surface-fleet chapter betrays. Having absorbed the lesson of Ukraine — that one cannot meet every threat with a one-or-two-million-pound round — the Plan commits £11.1bn to munitions, targets at least six new energetics factories, discontinues the expensive Storm Shadow in favour of low-cost cruise missiles, and insists on the right mix of high-end and low-cost effectors.[37] The reasoning is sound: cheap, attritable mass alongside exquisite weapons. The Type 45’s own gun cannot engage drones, which is why a Houthi quadcopter could oblige it to expend an Aster; the case for a high-low magazine is unanswerable.

The Plan understands high-low for the missile. It then applies a low-only logic to the escort itself, exchanging the survivable, crewed high-end core for distributed uncrewed mass and calling the exchange transformation. High-low for the weapon; low-only for the ship that carries, commands and survives to fire it. A distributed sensor can help a fleet see; a missile barge can complicate an enemy’s targeting and add rounds in the water; neither, on its own, can fight hurt, hold station in a North Atlantic winter, command a task group, integrate allied fires and absorb the physical realities of combat at sea. The correct conclusion from the Plan’s own weapons doctrine is that uncrewed mass should be added around a crewed high-end core — not that the core should be dissolved into the mass.

The Plan’s strongest idea is also its most dangerous, and the case for it should be put at full strength before it is answered. A Hybrid Navy of uncrewed missile and sensor platforms, extra-large uncrewed underwater vehicles, autonomous mine-hunting and a Maritime Fighting Web is not foolish. Distributed lethality presents an adversary with a far harder targeting problem and multiple axes of attack; fleet mass and magazine depth rise sharply, since a force might eventually field some thirty large uncrewed vessels alongside its crewed core; and dispersing the missiles makes it far harder to extinguish a task group’s offensive power with a single strike. The Royal Navy is, on the most sympathetic reading, the most ambitious Western navy in embracing this future, its thinking coherent and drawn from the lessons of Ukraine and the growing vulnerability of concentrated formations.[38] It would be negligent not to move aggressively into that world.

But the first thing to establish is what these vessels actually are, because the public debate imagines something they are not. To operate in all weathers across the North Atlantic, the Type 91, 92 and 94 are likely to be at least eighty to a hundred metres long and to displace two to three thousand tonnes — the size of a Second World War destroyer or a Batch 2 offshore patrol vessel. They are not the cheap, disposable “drones” of the imagination but, in Navy Lookout’s exact phrase, [39] “small complex warships”. The expendable one-way effectors that have served the Ukrainians so well in the confined and relatively benign Black Sea are a different proposition altogether from a blue-water fleet expected to persist, in heavy weather, at the ranges and durations the Greenland–Iceland–United Kingdom gap demands.[40] The distinction matters because the entire economic and operational case rests on these being cheap and simple. They are neither.

The deeper difficulty is that distributed lethality is only as good as the links that hold it together, and may become disconnected lethality at the worst moment. The whole construct depends on resilient communications, yet satellites can be jammed, cyber-attacked or destroyed and data links denied precisely when they are most needed; and the more the sense, classify, decide and effect functions are dispersed across separate platforms, the more the force depends on maintaining those connections.[41] There is, too, a problem of latency and authority. Anti-air warfare can demand a decision within seconds, yet separating sensing from shooting and keeping a human in the loop — potentially hundreds of miles away — inserts delay into exactly the engagements that allow none; and the classification of a submarine contact, one of the hardest disciplines in naval warfare, still requires rapid human judgement that an autonomous sonar barge cannot supply.[42]

Strip away the presentation and three further problems remain. The first is cost. Uncrewed vessels do not abolish the wider apparatus that accompanies any warship: training, support, maintenance, infrastructure, doctrine, harbour facilities, specialist technicians and, above all, software, the true cost driver. Missiles cost the same whether fired from a destroyer or an autonomous barge; reliability must be engineered to a far higher standard precisely because no sailor is aboard to fix a defect or fight a fire; and once all of this is counted, the Common Combat Vessel and its fleet of Type 9X vessels may approach the cost of six Type 83s.[43] The pitch, heard in some briefings, of Type 45 capability at half the price does not survive contact with the development bill. The second problem is utility. High-end escorts spend most of their lives not in combat but on maritime security, sanctions enforcement, defence engagement, presence and humanitarian relief — tasks in which an autonomous missile barge is of little use. A fleet weighted towards specialised uncrewed vessels risks possessing more combat mass but less day-to-day usefulness, which is a poor bargain for a navy already too stretched to shadow every Russian ship in home waters.[44]

The third problem is the grey zone, and it is the one least examined. An uncrewed vessel has no life aboard to defend, so the rules of engagement that permit lethal force in defence of a crew do not obviously apply: what, then, prevents an adversary from boarding, disabling, stealing or quietly sinking one short of war, and who authorises killing sailors to protect a machine? A crew aboard forecloses the question; its absence opens it. And the architecture carries a reductio at its heart. If the Common Combat Vessel is the brain of the formation, an opponent need only kill the brain to leave a scatter of targets behind — so the command ship must itself carry a high-end radar, a helicopter, missiles and warship-standard damage control, which is to say it must be, in all but name, the destroyer the Plan has just cancelled. Navy Lookout’s own verdict is the fair one to end on, and it is not a dismissal but a warning: this is a genuine gamble whose full costs and technical and doctrinal challenges are being underplayed, and the real question is not whether autonomous warships belong in the future fleet — every serious navy is moving that way — but whether they should supplement the conventional escort force or replace it.[45] The Plan has chosen to replace, and to do so almost alone, for as Ellwood observes, [46] “no other serious NATO navy is downgrading its surface fleet” to pay for autonomy. That is the gamble, and it is being run with the homeland’s only sovereign missile-defence capability as the stake.

The most tempting defence of the hybrid pivot is that it is not, or not only, a money choice — that the Royal Navy cannot crew the escorts it already has, and that removing sailors would ease one of the service’s greatest long-term pressures. This must be met head-on rather than walked around, for if it is left standing a reader in Main Building will quietly reinstate the whole pivot as prudence. It is a real constraint, and it is also an alibi in a second uniform, for several reasons.

First, one does not design a fleet from the shortage of men one happens to have. One sets the target force against the threat and the deterrence requirement, and then resources both the hulls and the people to meet it; to read the required fleet off the manning return is to invert the whole logic of force design. Second, manpower is funding-responsive, and the Plan proves it against itself: the very document that pleads thin crews also reports above-inflation pay awards, investment in accommodation, and — since January 2025, for the first time in years — intake exceeding outflow, with the Royal Navy and Royal Marines reaching 32,520 personnel.[47] A service whose recruitment visibly answers to money cannot then invoke the shortage of men as a fixed law of nature; and it sits oddly with that plea that £3.3bn of the Plan’s own efficiency target is to be wrung from “workforce and resourcing” — the Plan proposes to cut the workforce to help pay for itself.[48] Third, and decisively, the manpower argument does not even discriminate in favour of the Common Combat Vessel. A hybrid fleet is not crewless: the uncrewed vessels still need people embarked for pilotage and for maintenance at sea and alongside, the control hubs need ships’ companies, replenishment at sea remains a manual evolution, and the construct demands an entirely new cadre — autonomy operators, mission-system software engineers, large-uncrewed-vessel handlers — that the Navy does not yet hold and cannot recruit faster than it recruits warfare officers.[49] The uncrewed turn makes the near-term skills problem harder, not easier.

If the genuine prize is a leaner crew, the more honest route is to pursue it directly. A lean-crewed vessel of twenty-five to fifty, retaining a core for damage control, defect rectification, pilotage and the constabulary tasks that fill most of a ship’s life, captures much of the saving without the brittleness of full autonomy; the Singaporean frigate that visited the United Kingdom did similar work with roughly a quarter of a comparable Royal Navy crew.[50] The training lag is real — one cannot conjure a marine engineer in eighteen months — but a lag is an argument for urgency and parallelism, not substitution: lay the successor down now, fund the recruitment and training pipeline now, develop the autonomous systems now, so that hulls and crews mature together. The empirical jab that the existing fleet is already too slow — that it took the better part of a fortnight to surge a single destroyer to the Mediterranean at the opening of the Iran crisis — cuts the Government’s way only while it is left unanswered. Turned around, it is the case for the prosecution: a navy that cannot produce one destroyer at short notice is a navy with too few hulls and too few crews, which argues for the successor and for depth, not for deferring both to the 2030s and calling the deferral modernity.

The comparison with the United States Navy is useful not as a counsel to imitate but as a warning about scale. The Arleigh Burke is not a destroyer with missiles; it is the visible element of a deep ecosystem of class numbers, the Aegis combat system and SPY radar, Mk 41 vertical launch, the Standard Missile family, ESSM, Cooperative Engagement Capability, electronic-warfare and decoy systems, ballistic-missile-defence integration, and a continuous modernisation pathway to Flight III and SPY-6.[51] Britain has excellent components and no depth. A force of six Type 45s, with no conventional successor and a Common Combat Vessel arriving from the early 2030s, is not the strategic equal of a large Aegis force whose class depth permits deployment, refit, modernisation, training and attrition resilience at once. Britain need not match the United States hull for hull; it does need a British answer to the same operational problem — sustained, survivable, electronic-warfare-capable, missile-defence-relevant surface combatants, available in enough numbers to remain credible under losses, defects and surge.

A further weakness is the way industrial and growth language is allowed to stand in for force-structure logic. Shipbuilding continuity, export potential, Defence Growth Deals and the industrial base are legitimate considerations; a country that cannot build, sustain and arm its own fleet has a strategic problem. But industrial policy cannot be permitted to mask a capability gap, and the priorities visible elsewhere in the Plan make the point. The single largest beneficiary is the Global Combat Air Programme, with £8.6bn over four years — more than expected — while the existing high-end escort line is held to £790m between the two classes.[52] A shipbuilding plan can be good for industry and bad for deterrence if it delivers the wrong capability at the wrong time; a distributed architecture can be modern and inadequate if it arrives after the threat window; a concept can be exportable and still fail the North Atlantic in winter. Transformation is valuable only when it produces usable force before the adversary tests the seam.

A serious plan would not reject autonomy; it would place it where it belongs — around and ahead of a restored escort force, not in its stead. It would maximise Type 45 availability, complete the Power Improvement Project and Sea Viper upgrades as fast as money allows, fund the electromagnetic-warfare and ballistic-missile-defence packages properly, and be explicit about missile stocks and reload at tempo. It would fund the life-extension of the Type 23 and Type 45 in earnest — the repair, maintenance and upgrade that keep ageing hulls genuinely available — rather than offering bridge money for a class being run down. And it would mature the autonomous fleet by trial rather than by leap: the Royal Navy is already proving one-way effectors and high-autonomy operation from the small experimental vessel XV Patrick Blackett, and that is the responsible way to learn what these systems can and cannot do before betting the surface fleet on them — not to abandon the proven warship first and trial its replacement afterwards.[53] John Foreman puts the point more sharply still: much of the hybrid-navy technology is unproven at sea, beset by engineering, networking and logistical challenges that cannot be ironed out without the extensive and realistic trials for which the Navy scarcely has the ships and crews to spare, so that taking air-defence destroyers out of service before their replacement is proven is, in his judgement, reckless.[54]

Above all it would resolve the high-end question honestly: either restore a Type 83-class requirement in substance, or prove — in hard sensor, missile, electromagnetic-warfare, survivability and availability terms — that a crewed Common Combat Vessel can perform the same mission. There is room for legitimate argument about the hull. A tweaked Type 31 might carry a substantial vertical-launch armament and command its uncrewed escorts at modest development risk, exploiting the Rosyth line as the Type 32 would have done; but the Type 26 is acoustically optimised, costly and built for anti-submarine work, a poor and expensive basis for area air defence, and the radar height and power a true ballistic-defence ship demands may in the end require a larger hull than either — which is the case for a genuine Type 83 successor rather than a frigate pressed into the role. The deliverable principle, urged by Foreman among others, is to build the high-end ship as well as developing the drones, on a line already running, so that a successor reaches the water before the Type 45 ages out.[55] The people must be funded in parallel — pay, accommodation, the training pipeline and the new autonomy and software cadres — so that hulls and crews arrive together rather than one waiting upon the other. Autonomy should supplement the escort force; it should not be the excuse for its disappearance.

The fiscal alibi does not float free of politics; it is the maritime expression of a settlement that cannot fund the force the Government itself says the threat demands. The Plan is a ten-year blueprint funded for four, leaving six years uncosted; it raises defence to 2.7 per cent of national income while a £28bn equipment shortfall, first reported in January, remains unresolved; and it requires the department to find £10.7bn of efficiencies even as it spends.[56][57] On the reading of The Times’ Political Editor, the small print leaves the bill for a successor government: only £10.3bn is funded now, a further £4.7bn must be found at the next Budget — the first of the incoming Prime Minister, Andy Burnham — and, all told, close to a third of the additional spending will have to come from tax rises or cuts that Burnham, not his predecessor, must make.[58] The former Defence Secretary, John Healey, had resigned over the settlement — specifically over the 2.68 per cent of national income planned for 2030, a figure the Plan leaves untouched — and his parting verdict, that it will still leave Britain unsafe, hangs over the document; a reported £300m cut to forces’ housing went undenied, and the service chiefs are said to be at loggerheads with ministers.[59] That the Plan was nonetheless reviewed and approved by Mr Burnham before publication ties the incoming administration to a settlement it will struggle to fund.[60]

The timing compounds the signal. The Plan is the work of an outgoing Prime Minister — Sir Keir Starmer, forced from office in the wake of his Defence Secretary’s resignation — pushed out in his last days and in the shadow of a forthcoming NATO summit in Turkey, where many allies already spend above 3 per cent of GDP and where, as Ellwood warns, a paper that hollows the future surface fleet will be read carefully by friends and adversaries alike.[61] History offers two uncomfortable rhymes, and informed commentary has reached for both: the 1957 Sandys White Paper, which bet British defence on a technological shortcut and gutted the industrial base that underwrote it, and the 1981 Nott review, which cut the surface fleet shortly before it was needed in the South Atlantic.[62] A government that has elevated the protection of the welfare budget over the funding of deterrence has made a defensible domestic choice and an indefensible strategic one, for the two are not severable: security and prosperity are symbiotic, and an economy left more exposed yields less growth, less revenue and, in the end, less for welfare too.[63] This is our judgement and not a settled fact, but it follows from the document: a state moving, by under-provision, from the cheaper currency of deterrence towards the dearer currency of defence, in the belief — which Moscow is busy testing — that Europe can be probed without cost. Foreman’s counsel to follow the money rather than the spin is, on this record, simply sound method; his forecast of a rough few years is a conservative one.[64]

In fairness, the Plan has an able defender, and the fairest case for it should be heard before judgement is passed. Air Marshal Greg Bagwell, who served through every defence review from 1981 to 2016, reads the document more charitably than these pages have. The Government, he observes, has kept to — and indeed exceeded — the fiscal parameters it set the authors of the Strategic Defence Review, a transition to 2.5 per cent of national income; the £28bn so widely reported as the shortfall bundled in the whole of the Review’s wish-list, not all of it critical to immediate warfighting, so that the leaner war-fighting gap is nearer £18bn, against which the £15bn added looks a good deal less threadbare; the bold capability choices themselves free money for new technology, and so help to bridge what remains; and the deliberate under-fast-tracking of readiness to 2030 is a political choice, with the years from 2030 to 2035 looking, in his estimate, far rosier. Of every review across his time in uniform, he writes, “I’d far rather live with this one”.[65]

The case for the defence carries, however, its own admissions, and they are not small. Even on this reading the Plan is not, as Bagwell allows, everything the country needs now; it takes deliberate risks against ageing systems that will depend on new and unproven technology arriving on time; and it rests on efficiencies not yet found and on the spending of governments not yet elected. The Plan’s own annex bears out the first count. Of the £10.7bn efficiency target, only a minority — of the order of £2.4bn — is recorded as high-maturity saving already built into forecast costs; the greater part, some £8bn, sits in “lower maturity” plans not yet reflected in the figures, which is to say economies identified in ambition rather than in fact.[66] A case that concedes so much has already yielded the essential point: the near-term risk is real, admitted, and carried by the surface fleet.

John Foreman, declining to be as sanguine as his colleague, presses the harder case. Funding, he notes, remains well short of 3 per cent and further still from the 3.5 per cent promised for 2035; the near-term profile is backloaded and itself not fully funded, which Britain’s allies have not failed to notice; the post-2030 programme is vague, unprofiled and easily revisited, still ducking the hard choices; and the whole rests on a gamble that unproven technology will enter service in record time, managed by a ministry with a poor record of delivering it — with neither the incoming Prime Minister nor the public much engaged by defence or convinced of the Russian threat.[67] Between the two verdicts we side with the sharper. And it is perhaps not incidental — though Bagwell is no service partisan, lamenting as he does the decades of harsh disinvestment — that the more forgiving reading comes from a distinguished airman, whose Royal Air Force secured its additional F-35s and the single largest share of the new money, £8.6bn for the Global Combat Air Programme, through the very Plan that leaves the escort force waiting on the never-never. A settlement may be, as Bagwell fairly says, the best of a poor run of reviews, and remain a gamble the Navy cannot afford to lose.

The Defence Investment Plan preserves the vocabulary of warfighting readiness while accepting a dangerous escort gap and muddying the waters of treasury kabuki. It identifies the Russian maritime threat correctly; it sees the importance of Integrated Air and Missile Defence, seabed warfare, autonomous systems and the High North; it understands that the Type 26, the Type 31, mine-hunting and distributed sensors all matter. But its surface-air-warfare answer is strategically undercooked. It keeps the Type 45 alive and improves it without giving the Navy a robust destroyer succession; it lets Type 23 mass run down behind a thin bridge; but it dissolves the well reasoned Type 83 requirement into a Hybrid Navy that does not exist, not even in CAD, thus has not and will hardly be proven on the projected timeline at fleet scale; and it offers an early-2030s answer to a danger the document itself places before the end of this decade.

The charge should therefore be stated plainly. This is not modernisation; it is managed decline dressed in the language of transformation — or, on the kinder reading that the most serious naval analysis allows, a genuine gamble whose costs and risks are being underplayed and which is being run with the homeland’s only sovereign missile-defence capability as the stake. The alibi has two prongs — too few hulls and too few sailors, both of them choices about money rather than laws of nature — and a contradiction at its heart, for a Plan that has learned high-low for the missile refuses it for the ship. The honest question is not whether autonomous warships belong in the fleet, for they will in future; it is whether and how they should best supplement the crewed escort force or rather replace it, and the Plan has chosen, without existing designs or even proof, to replace. A projected future system is not deterrence today and not defense tomorrow. This approach to defense planning is utopian if not outright amateurish. Chris Parry mockingly locates the authorship amongst ‘cowards, charlatans and surrender monkeys’ [68].
A concept diagram is not a picket destroyer on station in the North Atlantic in winter. John Buchan’s warning, lately recalled by a former naval attaché, fits the case exactly: [69]the sea endures no makeshifts; if a thing is not exactly right, it will be vastly wrong” — and it is in that winter, not in the brochure, that the seam will be tested.

Bagwell observes that the Government has kept to — and indeed exceeded — the fiscal parameters it set the authors of the Strategic Defence Review, namely a transition to 2.5 per cent of national income; that the £28bn widely reported as the shortfall bundled in the whole of the Review’s programme, not all of it critical to immediate warfighting, so that the leaner war-fighting gap is nearer £18bn against the £15bn added; that the bold capability choices themselves free money for new technology; that readiness to 2030 is deliberately under-fast-tracked as a political choice, with the 2030–2035 period looking far rosier; and that, of every review across his service from 1981 to 2016, this is the one he would rather live with — while allowing that it is not everything needed now, takes risks against ageing systems dependent on unproven technology, and relies on efficiencies not yet found and the spending of future governments.

The £10.7bn target comprises a Resource DEL component of some £7.0bn and a Capital DEL component of some £3.7bn; within each, only a minority — of the order of £2.4bn in all — is recorded as high-maturity saving already built into forecast costs, the remainder (roughly £8bn) being “remaining plans at lower maturity” not yet reflected in the figures. Bagwell himself concedes that money is still to be identified in the efficiencies column.

Foreman judges that funding remains well short of 3 per cent and further still from 3.5 per cent; that the near-term profile is backloaded and itself not fully funded, a point not lost on allies; that the post-2030 programme is vague, unprofiled and easily revisited, still avoiding the hard choices; that the Plan stakes a large gamble on unproven technology entering service in record time under a ministry with a poor record of delivery; and that neither the incoming Prime Minister nor the public is much engaged by defence or convinced of the Russian threat.
