Thinking a bit about costs related to open source software: Would you be open to pay a negligible amount of money whenever you downloaded, say, a dependency for a programming language from an official source? We're talking pennies on the gigabyte here.
Imagine requester pays in S3 (https://docs.aws.amazon.com/AmazonS3/latest/userguide/RequesterPaysBuckets.html) -- but perhaps some fixed amount of money could go towards the author of the dependency?
Note that this isn't the same as a license -- it's trivial to circumvent, and it's mostly to get people to set up mirrors and caches to avoid hosting costs.
