July 19, 2026 (Duxbury) — It was June 23, and Elaine Fiore, the chair of the Kingston Sewer Commission, had just two priorities: Get a $3.1 million deposit from Miramar LLC, then calculate how much interest the Kingston Sewer Commission could earn on it.
“Miramar. They need the account number or something, so we can get the 3 million,” she said.
After she determined the deposit would arrive that day, or the next, she switched focus to the interest.
“I’ll segue into this conversation about trying to get the best interest rate for this deposit,” she said. “I’m going with round numbers. Three million dollars. Guaranteed is 500,000, so we are trying to lock up the 3 million.”
The money is part of a $5.42 million deal that would allow the developers of a 350-400 bedroom 40B project at the former Miramar Retreat Center to hook up to the Kingston sewer system. If the deal obtains approval from all local boards and state regulators, the developers will have bypassed one of the only significant local regulatory hurdles faced by 40B projects: local approval for their wastewater treatment plans.
Once the sewer connection is approved, locking up that money will depend on whether the Town of Duxbury permits the development — a near certainty given the state’s strict 40B law. If approvals are not obtained, Kingston will still be left with $600,000 and whatever interest they can earn on the ~$3 million.
