Nominations in the Senate: The Senate reconvenes at 3:00 pm today. A roll call vote is scheduled for 5:30 pm on the cloture motion on the nomination of Kathleen S. Lane to serve as a judge on the U.S. District Court for the District of Montana. Cloture was also filed for the nomination of Jeffrey M. Kuhlman to serve as a judge on the U.S. District Court for the District of Kansas.
Reconciliation bill: Trump wanted the reconciliation bill on his desk by June 1. That ain’t going to happen. First, the reconciliation bill was significantly slowed down because of the $1 billion in the Senate Judiciary Committee’s recommendations for the East Wing ballroom. Funding for the ballroom was dropped because the Senate parliamentarian determined it violated the Byrd rule. Another problem has been the Department of Justice’s (DOJ) $1.8 billion “anti-weaponization” slush fund, which, theoretically, could payout claims to participants of the January 6, 2021 insurrection at the Capitol. There could be prohibitions on the slush fund or restrictions put in the reconciliation bill that handicap what DOJ can do. The issue, though, remains unresolved at this point.

Schedule and suspensions in the House: The House returns on Tuesday at 2:00 pm for legislative business. Like, the week of May 18, any request for a recorded vote will be postponed, likely until Wednesday. The House will also be in session on Wednesday, Thursday, and Friday. The time and day of the last votes for the week are to be determined. Fifteen (15) bills are expected to be considered under the suspension of the rules (listed below). Bills that come to the floor under suspension of the rules require two-thirds of members present and voting for passage. This is the most common way that bills considered by the House come to the floor. Some of these bills may be passed by a voice vote, rather than a roll call vote. Most bills that come to the floor under suspension aren’t widely considered controversial, although leadership may occasionally test a bill under suspension to gauge opposition or sneak a bill through the chamber.
Rule bills: The House Rules Committee will meet on Tuesday at 4:00 pm to markup the rule providing for the consideration of the Stop Child Care Scams Act, H.R. 7726; the Preventing Waste, Fraud, and Abuse in TANF Act, H.R. 8872; the Agriculture, Rural Development, Food and Drug Administration, and Related Agency Appropriations Act for FY 2027, H.R. 8646; and the No Aid for Ghost Students Act, H.R. 7892.
Additional votes that could happen: The House skipped out of town before taking a vote on the War Powers Resolution (WPR) for Iran, H.Con.Res. 86. That vote will likely happen this week. The House may also vote on another WPR for Lebanon, H.Con.Res. 84. The House also has a discharge petition this week for H.Res. 518. The discharge petition hit the 218-signature threshold on May 13. H.Res. 518 provides for the consideration of the Ukraine Support Act, H.R. 2913, which provides additional support for Ukraine.
