National Energy Administration Releases the First China Green Fuels Development Report

On August 5, the National Energy Administration (NEA), China’s top energy regulator, released the China Green Fuels Development Report 2026. This marks the first official report dedicated to green fuels industry, signaling the rise of green fuels as an energy source and an industry in China.

The report reviews the total installed production capacity of several major green fuels in China as of 2025, including green methanol, green ammonia, sustainable aviation fuel (SAF), bioethanol, biodiesel, and biomethane. In addition, it outlines policy directions supporting the future growth of the green fuels industry, offering important reference value for predicting trends in China’s green fuels sector.

Part I: Installed Production Capacity of Major Green Fuels

By the end of 2025, China had built approximately 8 million tonnes of oil equivalent per year of green fuel production capacity.

Green Methanol

By the end of 2025, China had launched six green methanol projects, with a combined capacity of approximately 380,000 tonnes per year. These projects are located in Northeast, East and South China and mainly adopt biomass gasification coupled with green hydrogen, as well as biogas/biomethane reforming technology routes.
