President Donald Trump’s July 16 speech attacking the U.S. electoral system was at once ridiculous and dangerous—an eruption of undue ‘white’ grievance delivered without evidence, coherence, or restraint.
Most networks declined to air it in full; others interrupted his rambling with real-time fact-checking, exposing the speech’s hollow core. In truth, almost nothing in those twenty-five minutes rested on solid ground.
Yet the absurdity had a purpose. Facing the likelihood of a ‘Blue Wave’ in November, Trump sought to poison the well in advance: to discredit the outcome, to threaten the use of federal agencies—FBI, ICE, and other armed bodies—to disrupt local polling places, and to intimidate voters before they arrived, starting with working-class communities of color. To justify this, he turned, somewhat inexplicably, to the People’s Republic of China.
He claimed:
“Over a period of years… the People’s Republic of China carried out what is believed to be the largest compromise of election data in history… resulting in China’s illicit acquisition of 220 million US voter files.”
China dismissed the allegation as baseless. People’s Daily noted on July 17 that even U.S. intelligence agencies had concluded China did not interfere in the 2020 election. A 2021 assessment found no indication that any foreign actor altered voter registrations, ballots, tabulation, or results.
Trump’s claim collapses under the slightest scrutiny. The voter data he invokes is public information. If not posted online, it can be purchased from county election commissions for a modest fee. There is no espionage here—only the mundane workings of American county-level bureaucracy.
To widen his conspiracy, Trump revived his familiar specter of the ‘Deep State,’ accusing intelligence officials of suppressing evidence of China’s supposed meddling. But the documents he cites point instead to Russia, whose efforts were aimed at helping Trump himself—an intervention he has long dismissed as a ‘hoax.’ He cannot have it both ways.
None of this suggests that we think the U.S. electoral system is flawless. With its archaic Electoral College, the money-is-speech-for-the-wealthy distortions of Citizens United, and ballot access rules designed to smother third parties, it is arguably the most backward system in the advanced industrial world. But the Founders also wisely delegated election administration to the states. Thus there is no single national machine to infiltrate. In practice, the United States has fifty distinct electoral systems, administered locally by roughly 3,000 counties. Foreign intelligence services can gather publicly available data, but they cannot commandeer the process itself.
Trump then turned to immigration:
“According to the DHS review… they identified approximately 278,000 non-citizens who are registered to vote in federal elections.”
This is false. The most plausible explanation is that these ‘non-citizens’ are newly naturalized Americans registering for the first time. Moreover, anyone involved in GOTV efforts knows undocumented workers avoid elections entirely—even when someone in the household is a citizen. They fear attracting the attention of ‘La Migra.’
Registration drives, especially those that rely on volunteers, will inevitably produce occasional errors. In many states, even flawed forms must be submitted so officials can address them. Temporary inaccuracies in voter rolls are not a sign of fraud; they are a predictable feature, and not a bug, of a decentralized system. Actual cases of undocumented individuals casting ballots—an act carrying severe penalties—are exceedingly rare.
Finally, Trump returned to his favorite refrain:
“We still have elections with no voter ID, no proof of citizenship, and tens of millions of ballots floating aimlessly through the mail.”
This, too, is misleading. All voters must present some form of ID, and their signatures must match the records on file. Mail-in ballots, used statewide in several states, function well and securely. The real Republican objection is political: mail ballots are disproportionately used by elderly, disabled, working-class, and student voters—groups more likely to vote Democratic.
Trump’s solution is the SAVE Act, a proposal requiring “proof of citizenship” that would effectively disenfranchise millions. It requires original birth certificates or certified copies, and current passports with names that match exactly. Married women who changed their surnames would be ensnared. Catholics who adopted confirmation names—common in some dioceses—would find their driver’s licenses mismatched with their birth certificates. The list of collateral damage is long.
For these reasons and more, the SAVE Act is already dead in the legislative process. But its political utility remains: Trump is using it as a cudgel for stoking xenophobic panic, undermining voter drives, and depressing turnout.
Which brings us to the essential point. In the next hundred days, we must commit ourselves fully to registering voters and ensuring they reach the polls. In some communities, that will mean coordinating with law enforcement and civic groups to protect polling places from intimidation—whether by ICE or other paramilitary actors—and to safeguard the integrity of vote tallies.
