Trump Regime Moves to Gut Head Start Quality Standards

• The Trump regime proposed stripping more than 100 pages of federal rules governing Head Start’s curriculum, staffing and family eligibility down to about a dozen

• Head Start has provided free preschool, health screenings and family support to low-income children since the 1960s

• The move follows shutdown-related funding gaps last fall and a spring 2026 budget proposal that sought to eliminate the program entirely

  

The Trump administration took another step to try and dismantle the Head Start program, an early education program supporting children in poverty and supporting improved education nationwide.

The Trump administration seeks to effectively gut Head Start’s standards of quality, cutting down more than 100 pages of rules and regulations down to about a dozen, the Associated Press reported.

Drafted rule changes would require homeless and unemployed parents to submit more documentation, and an early draft also targeted children whose parents are undocumented. New regulations may also require all lessons to be taught in English.

Head Start has served hundreds of thousands of children from low-income households since the 1960s, providing free preschool along with medical, dental and vision screenings, the AP reported. Project 2025, the policy nook published by conservative organizations ahead of the Trump regime’s return to power, called for ending the program entirely.

In October and November 2025, during the Republican federal shutdown, Head Start programs saw significant gaps in federal funding that affected tens of thousands of children, according to the Associated Press.

A federal budget proposal in spring 2026 also sought to eliminate funding for Head Start, raising further concerns over the program’s future.

Removing the bulk of Head Start’s federal regulations would shift administration of the program largely to the state level, ending a uniform national approach to eligibility, health screenings and educational standards.

The New York Times reported that the proposed changes would eliminate federal requirements around math and literacy curricula, class sizes and even basic health practices such as teaching children to brush their teeth after meals.

The proposal comes after the White House withheld Head Start funding last year in a move later found to be illegal; those funds were eventually released.
