What Actually Happened

Trade negotiators from both countries spent Friday afternoon and evening hunkered down at USTR Jamieson Greer’s office near the White House. Canada’s team - Trade Minister Dominic LeBlanc and chief negotiator Janice Charette - was joined for the second straight day by Marc-André Blanchard, Carney’s chief of staff, and Mark Wiseman, Canada’s ambassador to Washington.

At Saturday’s press conference, Carney gave the clearest account yet of what killed the deal. Speaking partly in French, he said late changes from the U.S. side included “threats on French language and culture and Canadian culture that would never be acceptable” - a direct challenge to Canadian sovereignty, not just trade terms. He also confirmed Washington wanted Canada to align its trade policy toward other countries with American tariffs - “a power play,” he called it, “a question of sovereignty.” And he said the U.S. tried to narrow auto tariff relief to autos only, excluding medium and heavy-duty trucks, calling it “a big change, obviously.”
