A 32-year-old Canadian named Biwei Zhang, a systems engineer who also went by “Claire Zhang,” was arrested in Belgium on July 24th. The charges? Working for an unnamed “third country” and being part of a criminal organization. She was doing an internship at SHAPE, which is basically NATO’s military command headquarters.
Security at SHAPE noticed she was too curious about her coworkers, kept trying to get into restricted areas she had no business being in, and allegedly poked around in files that had nothing to do with her actual job. That’s what triggered the investigation. She went to court for a bail hearing on July 28th, and a judge said she’s staying locked up for now.
Zhang had already been caught committing fraud back in 2023 when she applied to a CBSA recruitment process twice, under two different names, to game the system. A federal judge confirmed the fraud finding and tossed her legal challenge. Still, none of that stopped her from getting the security clearance she needed from CSIS and the RCMP to work at NATO.
Experts are calling this a “blind spot”; red flags raised in one government department aren’t necessarily talked to the folks handing out top-secret clearances. Public Safety Minister Gary Anandasangaree says the allegations are “quite serious” and he wants answers.
Analysts also point out that interns and junior staff are easy targets for foreign intelligence; they don’t get the same protection as senior officials, and things like student debt can make them vulnerable to being recruited. There was a Greek pilot accused of passing documents to China in 2024, and Russian “diplomats” got booted from NATO back in 2021 for spying.
