The legislature entitled Chapter 675 of Nevada Revised Statutes as the “Nevada Installment Loan and Finance Act”.1 The Chapter’s title is ambiguous - does “installment” modify both “loan” and “finance”? As a pre-modifier, the noun adjunct “installment” would typically be interpreted to as applying to both “loan” and “finance”.2 Under this interpretation, “installment” acts as a classifier, i.e., it specifies a class of lending and financial transactions.3
