A June 30, 2026 city report has noted that the proposed Island Airport jet expansion would negatively impact the water quality of the inner harbour as well as reduce the impact of the billions of dollars invested in the Don River and Central Waterfront Project.
The proposed expansion of Billy Bishop Airport — including runway lengthening, jet aircraft introduction, and Special Economic Zone powers — represents a material and immediate threat to that value.
The federally mandated airport safety requirement must be completed by the Toronto Port Authority by July 12, 2027. Construction of the two new Runway End Safety Areas (RESAs) at Billy Bishop Toronto City Airport will start mid-July 2026.

The Ontario government’s Bill 110 allows the Province to expropriate Little Norway Park and remove the city’s voice from major decisions affecting it. The Bill also removes the City of Toronto from the Tripartite Agreement that has shaped the relationship between the airport, the waterfront, the City of Toronto and surrounding communities for decades.
