On Thursday the Department of Health and Human Services posted a proposed rule that would throw out a large share of the regulations governing Head Start.
Nobody voted on it. There was no floor debate, no roll call, no bill number you can look up. A rule went up on a federal website, a 60-day clock started, and that is the entire process.
