Sensationalist claims floating around the internet would have you believe that Sacramento has enacted an undercover ban on performance tires. The actual facts, however, tell a completely different story. Following a unanimous vote by the California Energy Commission, the state finalized its Replacement Tire Efficiency Program, specifically the first state-level regulation of its kind in the US.
The program sets rolling-resistance standards for replacement tires sold at retail counters across the state of California, and the legal groundwork stems from Assembly Bill 844. After years of testing and policy formulation, CEC-600-2026-012 outlines the core objective. Simply put, replacement tires sold to consumers must be, on average, at least as energy efficient as the original equipment tires.
When automakers develop new models, factory rubber is engineered alongside the chassis to satisfy fuel economy targets. Manufacturers spend a lot of time specifying custom tread compounds, optimizing carcass designs, or tread depth to minimize rolling resistance, namely the energy lost as a tire flexes under load.
When the factory-equipped rubber wears out, consumers usually replace them with aftermarket options that prioritize long treadwear life or mechanical grip. CEC testing revealed that said tire swap creates an efficiency gap, causing vehicles to consume more fuel or electrical energy over their service life. California's new regulation addresses the discrepancy at the point of sale. It's as simple as that!
Looking at the bigger picture, this is a retail inventory standard governing tire distributors and retail shops within California borders rather than a vehicle operation code. It does not involve roadside inspections either, and it does not ban drivers from buying specialty tires out-of-state or using dedicated high-performance tires.
The regulatory framework unfolds across two stages, giving tire companies time to adjust their product offerings in the state. The 2029 through 2033 phase targets the lowest-performing tires currently on shelves. The CEC estimates compliance will add roughly $1.60 to the retail price of a compliant tire. As for phase two, it enforces a stricter rolling-resistance threshold across retail inventories, adding an estimated $6.50 per tire from 2033 onward.
Despite these incremental upfront costs, official analysis demonstrates a substantial net financial benefit for drivers. CEC-600-2026-012 states that the average driver of a gasoline vehicle will save approximately $179 (in 2024 dollars) in fuel costs over a four-year tire lifespan, based on a benchmark fuel price of $4.60 per gallon.
On a statewide scale, the CEC projects the program will save Cali motorists $979 million (in 2024 dollars) annually in fuel costs by 2035. Environmental benefits include carbon dioxide reductions. To prevent the mandate from penalizing utility, severe weather, and enthusiast vehicles, the CEC established a few exemptions for specialized tire categories following consultations with industry and motorsport groups.
Exemptions include dedicated motorsport and ultra-low-treadwear rubber, dedicated snow and all-season tires, ATV and UTV fitments, rubber developed specifically for niche and vintage automobiles, high-load index tires for heavy commercial vehicles, temporary space-saver spares, retreads, and used tires. Industry reactions, however, are best described as divided.
The United States Tire Manufacturers Association, along with Goodyear and Yokohama, expressed concerns regarding second-phase costs and enforcement challenges against non-compliant imports. Conversely, the folks at Michelin supported the standards and their holistic efficiency gains. For driving enthusiasts like you and me, the new standard represents a shift in retail options rather than an outright ban on dedicated track rubber or street performance tires.
