Havant: 300 homes allowed on Hayling Island under the tilted balance

Dover: Traveller site refused in the Kent Downs National Landscape
A hearing appeal for two Gypsy and Traveller pitches near Church Hougham was dismissed. The Inspector gave great weight to harm to the Kent Downs National Landscape, also finding unacceptable highway visibility, insufficient ecological baseline information, unresolved groundwater concerns and inadequate evidence on day rooms and amenity space. The decision noted that missing protected species evidence could not be cured by condition after site clearance had occurred. (6009267)

Arun: Employment park allowed after drainage evidence resolved technical objections
Permission was granted for an employment park for Use Class E(g)(ii) and B8 floorspace at Angmering. The Inspector accepted that infiltration was not the appropriate primary drainage method, that a gravity fed strategy could discharge at greenfield rates, and that a flood compensation area within the floodplain could increase storage capacity. Harborough: Children’s care home allowed in an existing rural dwelling
A change of use from a C3 dwelling to a C2 children’s care home for up to five children was allowed at Shangton. Although the site had limited access to services by non car modes, the Inspector placed weight on the existing lawful residential use and found the travel patterns would not be materially different from those of a large family. Liverpool: Children’s home dismissed on safeguarding evidence
A proposed two child C2 children’s home in Speke was dismissed. The Inspector accepted that Ofsted regulation and management plans were relevant, but found the submitted information too general to address specific safeguarding concerns raised by the Council and Merseyside Police about local crime, transport routes and organised crime activity. South Hams: Barn conversion allowed despite countryside policy conflict
A proposal to convert Clarks Barn near Loddiswell to a dwelling was allowed. The Inspector found conflict with countryside strategy policies because the remaining barn fabric was not structurally sound enough for renovation without substantial alteration, and identified moderate landscape harm. However, the Council’s 2.53 year housing supply, the site’s accessibility to Loddiswell, biodiversity and landscape benefits, and retention of a building of local historic interest meant the tilted balance favoured permission. Trafford: Urban infill house allowed beside approved Class MA flats
A single three bedroom house was allowed on part of a car park in Urmston, where 17 flats had already been approved under Class MA prior approval. The Inspector found that the irregular garden layout, proximity to parking, and shortfall against design code separation guidance did not make living conditions unacceptable in this urban context.
