  • SpectraCert: A Hierarchical System for Dynamic Spectrum License Enforcement

    While various spectrum sharing approaches aim to remedy the spectrum crunch and improve spectral utilization, they typically support only radios that are certified for and physically locked down to a single frequency band and power configuration. This limits their utility and re-usability as they do not support flexible license changes post-production, but there is generally no alternative dynamic technical license enforcement mechanism suitable for more flexible SDRs (Software-Defined Radios).…

    While various spectrum sharing approaches aim to remedy the spectrum crunch and improve spectral utilization, they typically support only radios that are certified for and physically locked down to a single frequency band and power configuration. This limits their utility and re-usability as they do not support flexible license changes post-production, but there is generally no alternative dynamic technical license enforcement mechanism suitable for more flexible SDRs (Software-Defined Radios). This limits the utility of SDRs: SDR operators must use unlicensed bands, or obtain special permission from the FCC. They are subject to fines if they operate outside these bounds or interfere with other spectrum users.

    In response, we present SpectraCert—a dynamic, PKI-based (Public Key Infrastructure) system that enables safe, multi-faceted spectrum sharing while simultaneously enforcing license-holder rights directly within flexible transmitting radios. Entities receive specific frequency transmission rights from government authorities or other Spectrum-Authorized Entities (SAEs) through a spectracert: a certificate that specifies allowed frequencies and all required transmission conditions, such as allowed times, geographic areas, expirations, and more. Child spectracerts are derived from others and have increasingly limited transmission rights, and trusted modules (TMs) within radios validate spectracert authenticity to ensure the rights defined by each parental spectracert are legal and not revoked. TMs only allow transmission according to validated spectracerts and control radio configurations. Spectracerts can also be used to verify SAE attestations of spectrum interference or occupancy reports. We implement a prototype that automatically revokes or replaces spectracerts across SAE hierarchies when license updates occur and evaluate how SpectraCert uniquely protects license rights while simultaneously allowing for more diverse, accessible spectrum sharing methods.

    Abstract: This paper explores the possibility of entities dynamically identifying and subleasing licensed spectrum for short time periods, from other entities that may own spectrum. For example, mobile operators often need more spectrum than available during peak demand, while parts of the available spectrum may go underutilized at other times when network load is low. We seek to enable dynamic subleasing of the underutilized spectrum in this situation. To that end, we propose Spectraleas: a system that helps spectrum owners (operators) identify available (needed) spectrum, then matches operators and owners with short-term spectrum needs/availability and initiates co-agreed leases through a spectrum marketplace architecture. While exclusively licensed spectrum will remain the preferred answer for mobile operators, Spectraleas enables spectrum owners to lease spectrum to other entities as needed while maintaining full control over when and where such spectrum is leased. We construct a model of utilized spectrum to take advantage of time varying demands across spectrum owners to allow operators with temporary spectral needs to utilize under-utilized spectrum that other spectrum owners may possess. We identify key challenges that need to be addressed and engineer an architecture to enable such dynamic and temporary sharing of spectrum, down to the level of an individual cell. By analyzing real, active measurements on commercial mobile networks, we find opportunities for spectrum subleasing and show the feasibility of our approach by implementing a prototype mimicking two test operators over a university campus wireless testbed.

    Recent technological and regulatory changes are paving the way to enable decentralized, zero-trust mobile networks. Properly secured decentralization allows or improves "inherently distributed'' use cases such as military coalition mobile networks distributed between allies or community-infrastructure networks. While zero-trust security has been flagged by the U.S. NIST as critical to modern networks, decentralized mobile network environment security threats have not been thoroughly studied and mostly focus on distributing only the Radio Access Network (RAN), potentially leading to unreliable Quality of Service (QoS) and low security in the network core. We therefore introduce dNextG, a mobile core network user plane that provides a zero-trust security monitoring framework to enable reliable decentralization even in the presence of malicious internal network nodes. With dNextG, both centralized and decentralized node operators can run User Plane Functions (UPFs) and Base Stations without giving up any node control; instead, nodes maintain a blockchain tracking node average reputation using tamper-resistant connectivity tests that they must periodically perform on each other. We identify various malicious node threats including dropping or modifying traffic and lying about reputation, then design, implement, and evaluate dNextG to overcome these threats and provide a long-term, reliable QoS. We provide an open-source, instantly replicable version of dNextG on POWDER (Platform for Open Wireless Data-driven Experimental Research).

This paper supports the development of educational simulations and related experiential learning exercises that help prepare city and public infrastructure personnel to effectively respond to cybersecurity attacks. Specifically, it synthesizes the findings from 8 expert interviews including 12 cybersecurity…

    As cyberattacks on city and public infrastructures become increasingly common and harmful, it is critical that we train the professional workforce to prepare and respond appropriately. This paper supports the development of educational simulations and related experiential learning exercises that help prepare city and public infrastructure personnel to effectively respond to cybersecurity attacks. Specifically, it synthesizes the findings from 8 expert interviews including 12 cybersecurity experts from federal, state, city organizations, as well as academics with relevant expertise. We organize the findings into key learning outcomes, scenarios, roles, and issues that simulation designers should consider. The result paints a vivid picture of the complex socio-technical context of city and public infrastructure attacks and responses and the most salient skills needed to respond to them.

    I created, organized, and carried out an Eagle Project to benefit the community and the environment. This project consisted of adhering decals or stickers to more than 260 storm drains in the city which advised citizens to avoid dumping oil or other harmful fluids in the drains, as they led to the Missouri River and could harm the environment. I brought the idea to the city's department of public services, obtained permission, decals, and maps of the city's drainage system, created many routes for volunteers to follow to apply decals, taught a class demonstrating how to use a special glue and tools to apply the sticker, and gathered and led a group of over 20 volunteers to carry out this service project. This project took approximately 100 hours.
