Consider:

    void static foo() noexcept(B);// only dependent on B
    void bar(struct X* x) {
      buz<noexcept(foo)>(x); // dependent call through explicit template arguments?
    }
  };

A value-dependent exception specification ought to make the type of the corresponding function type-dependent.
