Proposed resolution (February, 2012): Change 14.5 [except.spec] paragraph 2 as follows:
...A type denoted in an exception-specification shall not
denote an incomplete type or an rvalue reference type. A
type denoted in an exception-specification shall not denote a
pointer or reference...

The types that may appear in an exception-specification
(14.5 [except.spec] paragraph 2) include rvalue reference types,
although they are excluded as handler types (14.4 [except.handle] paragraph 1)
. This appears to have been an oversight.
