    dbconfig-password-policy test: assert the ERROR 1819 root cause
    Under the noninteractive frontend used by autopkgtest, dbconfig-common ignores
    the control-user creation failure and the postinst still returns 0 (interactively
    it aborts, which is the actual LP failure). So assert the tell-tale policy
    rejection (ERROR 1819) in the install log rather than a non-zero apt exit.

    Add DEP-8 test reproducing the dbconfig-common password-policy failure
    Reproduces the large Launchpad cluster (e.g. LP #2090987, #2080448, #2137203):
    with a server password policy enabled (MariaDB simple_password_check /
    MySQL validate_password), dbconfig-common cannot create the control user
    ("ERROR 1819: Your password does not satisfy the current policy requirements")
    and the postinst aborts. Not a phpMyAdmin bug (the password is handled by
    dbconfig-common), but the test documents and reproduces the exact failure.
