Renjing Xiao 9763fb07ce Retry router creation in DNS reboot test

Add retry logic to test_ovn_dns_name_after_networker_reboot to
recreate the router up to 5 times until the gateway chassis lands
on a standalone networker node instead of an OCP/CRC node.
Use is_crc_ocp instead of is_controller to identify OCP master
nodes.
Fix FQDN vs short name mismatch in _verify_neutron_agents_health.
Fix ensure_overcloud_nodes_active to only power on nodes from
self.nodes, skipping unrelated VMs like ironic baremetal nodes.
