Takashi Kajinami 2e6c3edb7d Add openstack-python3-next-jobs

Libraries should support newer python versions before these are
supported by the services. Add the new job template to enable testing
of available newer versions. At this moment the template makes
Python 3.14 job voting, and adds non-voting Python 3.15 job.
