Steps to reproduce the problem
Create udev rule to set device node ownership, for example /etc/udev/rules.d/99-usbasp.rules :
SUBSYSTEMS=="usb", ACTION=="add|change", ATTRS{idVendor}=="16c0", ATTRS{idProduct}=="05dc", OWNER="dimich"
Reload udev rules and plug in the device.
