What?

• Upgraded Ruby to 3.4.4
• Upgraded Bundler to 2.6.9

Why?

Been out for a while, brings bug fixes and potential speed optimisations. I've not seen issues in other Rails apps to date.

Ah, yep, thanks for spotting this. I was tracking in #1576 to make sure I didn't break dev envs.

Can't build trilogy on my local dev, don't want to break other devs or
prod. If trilogy is waiting for the next Ruby patch, we must as well.
