Where's the line between a grassroots organization and a dangerous group?

A few days ago, I saw a post on social media that some Black organizers around the country are reviving the original intent of the Black Panther Party for Self Defense - specifically, legally arming themselves to monitor and protect their communities from police (or I.C.E.) brutality.
