The purpose of this speech was to sow doubt with old cherry-picked unverified intel, accusations of fraud, conspiracies by his own intelligence agencies and, of course, attacks on the press.

Attempts to influence, yes, but no evidence of vote manipulation
China hacked or bought voter data, names, addresses, and phone numbers, but not how we voted or had access to the voting systems. Easily available on the web.
Threatened broadcast licences
Trump fired all of the election commission officials last week.
Virtually nothing new in this speech
Some of the released declassified intel actually proves the point that Russia tried to help Trump during the 2016 election, as was outlined in Part II of the Mueller Report.
