Your Teacher Pension Is Profiting From Concentration Camps

The South Texas Family Residential Center aka Dilley Concentration Camp

Dilley, TX doesn’t look like a concentration camp from the highway. One would give it a glance and probably see it as more of a business park. There are trailers and modular buildings spread out into what ICE calls “neighborhoods.” Well… neighborhoods with razor wire everywhere. Inside, it holds up to 2,400 people and since it’s reopening last year, 3,500 have cycled through — that we know of.

Half of them have been children.

Since September 2025, emergency crews have been called out to Dilley at least 11 times. The calls were for medical distress in children. Toddlers who couldn’t breathe, kids with fevers, one child had a seizure. Three separate sexual assaults were also documented. The reports say “alleged,” but the evidence was there. They were pregnant. And children cannot consent. They were raped by grown men. Grown men who are employees at Dilly.

There was also a senate investigation that found there was actually 41 credible reports of physical and sexual abuse and 14 credible reports of mistreatment of pregnant women. This isn’t CoreCivic’s first rodeo though. The company has paid out multiple lawsuits already to women who said they were raped and impregnated by staff at their Houston facility. They have a track record of red tape and scandal and are still profiting hand over fist.

Food has also been making the detainees sick. Water has been restricted. Children are only supposed to be held up to 20 days, which is the legal limit, but have been found to have been there for months.

The oversight is supposed to live in four different areas. Right now, it’s failing or is being purposefully blocked in all four. The four areas of oversight are congress, DHS’s own Inspector General, the courts and CoreCivic itself.

Let’s start with congress. First and foremost, congress funded this. The “One Big Beautiful Bill Act” included $38 billion to fund ICE. That money is what was used to reopen Dilley, along with reactivating Leavenworth and Newark. So, the same body investigating is also the body that wrote the motherfucking check. Since then, individual members of congress, like Rep. Joaquin Castro, Rep. Maxine Dexter, Sen. Durbin, and Sen. Ossoff, have visited to conduct their own investigations separate from everything else, sued and won when ICE tried to block oversight, and have introduced bills to counter what is happening at Dilley, but none have passed into law yet.

The DHS Inspector General is an ineffectual Trump puppet. Dr. Joseph V. Cuffari is swimming in scandal going back to 2021. He is an impotent avenue to take. In 2021, he retaliated against senior staff and had to face the Integrity Committee. He admitted, under oath, to destroying federal records regarding the January 6th insurrection in 2023. He was also accused of shelving a report that found more than 10,000 DHS employees had been sexually harassed or experienced misconduct at work. He’s a feckless, soulless ass-kisser that does whatever daddy says. He doesn’t care about what happens at Dilley.

Where we have made some headway is in the courts. But even when the courts rule, enforcement isn’t automatic. Especially with this corrupt administration. Just recently the courts are now pushing for an independent monitor and special master over CBP and ICE facilities in the Rio Grande, San Diego, Dilley and El Paso. The fact that the courts are considering outside monitors is really an admission that the honor system has failed spectacularly. So, the courts keep winning the individual battles, but are losing the war on timeline, because litigation is fucking slow and the corruption plaguing our country right now is to keep the clock running - not to comply.

The last path is CoreCivic themselves and they have $180 million reasons per year not to top anything. Money hungry pigs.

CoreCivic’s largest shareholder is Blackrock. Right behind them is The Vanguard Group. And behind them is someone nobody’s really heard of - even I had to pause and say, “who the fuck are these guys?” They are River Road Asset Management. There are several others, but don’t have as much of a stake as these core three. The others are Cooper Creek Partners, State Street, Goldman Sachs and Geode Capital. That the complete roll call of the most boring sounding entities on earth. But that’s the point, isn’t it?

By now, everyone knows Blackrock and Vanguard are evil and corrupt and we shouldn’t want to touch them with a ten foot pole. But, they are the largest shareholders in damn near everything, because that’s what an index fund does — it buys the whole fucking market, on autopilot and nobody stops them because it happens so indiscriminately over time.

Not a single client at Vanguard picked CoreCivic - Vanguard picked CoreCivic for them. The actual horror isn’t a boardroom full of sweaty mustache twirling villains, it’s a system. This particular system is profiting from children being raped and enduring medical emergencies going unanswered. Their clients are profiting form the same well. Vanguard markets itself as the “responsible, boring choice for teachers' pensions and university endowments.” But they left out a vital piece of information in their pitch. They also need to add, “Teacher’s retirement accounts are the exact same transaction, executed from the exact same fund, and neither the teacher nor anyone else ever has to know it came form concentration camps.”

The people profiting off Dilley are the teachers, professors and city workers who have no idea their retirement is the reason the lights stay on in that house of horrors.
