Analysis of the European Union’s AI landscape from 2023 to 2025 reveals robust expansion of the region’s ecosystem. However, the 2025 landscape shows that, while AI knowledge production remains geographically diverse, it is also becoming increasingly polarised, with frequent misalignment between research output and capital deployment

Data indicates that innovation is not confined to usual economic heavyweights. Southern Europe maintains a strong presence, with Madrid, Rome and Milan ranking among the top five cities for research output in 2025, along with Paris and Munich. Nevertheless, capital remains concentrated in a few flagship hubs, primarily in France, Germany and the Nordic countries.

This divergence highlights a structural imbalance, thus giving rise to the risk of talent migration from research-intensive regions on one hand, and an opportunity for underfunded hubs to attract investment and accelerate innovation on the other.

Last week, global AI funding reached $1.1 billion, signalling a sustained appetite among investors for both frontier models and specialised industrial applications. Some of the largest funding rounds included 🇨🇳 Moonshot AI $500 million, 🇺🇸 Hadrian $131.31 million, 🇩🇪 Mercura $2.1 million.

🇬🇧 Verna: provides a platform that navigates the complexities of nature recovery by harmonising fragmented ecological data through the use of AI and geospatial analytics. Verna has secured $4 million in funding to scale its data infrastructure.
