Materials the State Department distributes in foreign countries can also be used domestically, following passage of the 2013 NDAA.

The 2013 National Defense Authorization Act (NDAA) included a provision that eased restrictions on the domestic dissemination of propaganda meant for foreign audiences.

The bipartisan amendment was first proposed by Republican Texas Rep. Mac Thornberry and Democrat Washington Rep. Adam Smith.
